The ORCA project is a rare opportunity for growth and reurbanization, in that it can deliver change to an urban structure that is not so easily changed. For the first time in over 150 years, the City can reclaim the land it lost to the rail corridor and can achieve this without impeding the vital flow of people and goods along it, which has been so important to the City’s growth. To help make this vision a reality we’re pushing reset on our plans, and reassessing what a mixed-use community and a generous public park in the heart of downtown can and should look like. By decking over the rail corridor between Bathurst Street and Blue Jays Way, we have a generational opportunity to build a Rail Deck District that addresses all three of these critical needs holistically.
